It is included as an appendix to the vocal score because the authors feel it helps particularize the character of Judge Turpin. This music ranks right up there with "Epiphany"-- instruments swell and fade to the point you're not sure what is playing where.
On another note: I think that only Stephen Sondheim could actually write a song being sung by a perverted old man while voyeuristically watching a female through a keyhole and flagellating himself into an orgasm
